This guidance is issued by the Cardiff Foodbank to help its Partners to secure smooth issue of vouchers to persons in need. It has been produced taking into account of issues and senarios on the ground that persons needing our support and / or Partners can or have already experienced.

1. How do I authorise a voucher?

1. How do I authorise a voucher?
The authorised signatory should enter their name under ' Name ' AND sign the authorised signatory box regardless of who will deliver the voucher to a client or collect food on their behalf.
2. How much information about a persons name and address is essential?
Where possible we require a persons full name, address and postcode
3. Why do I have to spell numbers for adults and children?
We have had vouchers where numbers have been changed, for example 1 changed to 7
4. What do I put on the voucher as the address if the person has no fixed address?
"No fixed abode" should be entered ( if no accomodation at all ). If the person is living in temporary accomodation, then enter " Temporarily residing at " with the full address at which the person is temporarily living. Please note, however, that most of the food provided by Cardiff Foodbank requires preparation, heating or cooking.
5. What do I put on the voucher as the address if the person is staying in accomodation provided by my organisation?
Please enter the full address at which the person is living at the time that the voucher is issued.
6. Can I issue a voucher for a person who is not a resident of Cardiff?
Not normally, but please contact Cardiff Foodbank on 07891 177 700 to discuss the circumstances if you believe there is a good reason to issue a voucher to a non-resident.
7. What do I do if the person in need presents with multiple crises but I can only tick one box?
Choose the one that best reflects the reason why the person cannot purchase the food themselves. Please avoid putting multiple reasons down as only one will be logged and the voucher holder is in the best position to advise on what this should be.
8. Why is a person normally only allowed emergency food support on three occasions?
The Cardiff Foodbank is set up to provide short term emergency support, and three supplies of food should cover a short term emergency. Statutory organisations and some other charities are able to provide medium and longer term support. However if you believe there is a good reason to provide a 4th amount of food, please contact Cardiff Foodbank on 07891 177 700.
9. What if we become aware that a person has had three vouchers, but presents with a different crisis a few months later?
A different crisis should be regarded as a new crisis. We would not normally expect a client to have more than three crises in a year. Please contact Cardiff Foodbank on 07891 177 700 to discuss the circumstances, if you believe the client has a 4th crisis in a year.
10. What if a person needs emergency food support but I have just issued a voucher to their partner?
If the person was provided food through their partner, we could not provide them with more food at this stage. The principal is about how many times a person is fed by Cardiff Foodbank during a crisis, rather than whose name is on the voucher
11. What do I do if I have run out of vouchers?
Please ask for more vouchers in good time by emailing vouchers@cardifffoodbank.org.uk. Vouchers are usually issued every Thursday. Please email by 10am if more vouchers are needed. Vouchers can be sent by post, or collected from the warehouse. If you unexpectedly run out and need more vouchers urgently, lease contact Cardiff Foodbank on 07891 177 700. We can discuss with you whether you need a slightly bigger stock to prevent this happening again.
12. What do I do if I have run out of vouchers and a person needs food immediately?
Please ring Cardiff Foodbank on 07891 177 700 and explain the circumstances, giving the name of the person. The Warehouse will suggest EITHER that the client goes to a Foodbank Centre, where a voucher will be issued and food supplied ( CFB will phone the Foodbank Centre in advance ), OR that someone from your organisation collects an Emergency Foodbox from the Warehouse.
13. Can someone collect the food on behalf of a client?
Food can be collected either by the client, or by a representative of the organisation that issued the voucher.
14. Why is an emergency food box receipt required when all the details are on the voucher?
Cardiff Foodbank needs to be sure that the client has received the food.
15. What if there is a change of person responsible for managing the vouchers in my organisation?
